History of Orlando area codes

The history of Orlando’s area codes is really the history of Florida’s growth and the limits of 1947-era telephone planning.

1947. AT&T launched the North American Numbering Plan (NANP) with Florida receiving a single code: 305, covering the entire state.

1953–1965. Population growth forced splits. 813 carved out western Florida (Tampa); 904 took the north (Jacksonville). 305 shrank to central and south Florida.

1988. Area code 407 was split from 305 to serve Central and eastern Florida, including the Orlando metro, Palm Beach, and the Treasure Coast. Disney World had been open since 1971; the region’s growth demanded its own code.

1996. Palm Beach, Martin, Indian River, and St. Lucie counties were split off from 407 to form area code 561. 407 shrank to the Orlando core.

October 2000. Brevard County separated from 407 to form area code 321. The “321” name was deliberate — the Florida delegation lobbied the NANPA to assign the number to honor the 3-2-1 countdown of NASA rocket launches at Kennedy Space Center and Cape Canaveral. Governor Jeb Bush made the first official 321 call to Kennedy Space Center on November 1, 1999.

2003. New 321-prefix numbers stopped being issued for Orange, Osceola, and Seminole counties. Existing 321 holders in those counties kept their numbers. 321 effectively became Brevard County’s code from that point.

June 4, 2019. The Florida Public Service Commission approved area code 689 as an overlay for 407. Mandatory 10-digit dialing was already in effect; the overlay required no behavioral change for existing customers. Only new lines provisioned after June 4, 2019 may receive 689 numbers.

The NANPA administers all US area code assignments. Florida-specific overlay relief is approved by the Florida Public Service Commission (FL PSC).

A caller offers a “$199 or $249 weekend package” — a front for an aggressive timeshare sales pitch. The FTC has received thousands of complaints linking these calls to 407 spoofed numbers.

Publishers Clearing House fraud. 689 numbers have been specifically used for fake sweepstakes calls claiming the recipient won a large prize but must pay a fee to claim it.

Hurricane recovery fraud. After major Florida hurricane seasons, scammers activate 407 numbers to impersonate insurance adjusters, FEMA representatives, or roofing contractors, targeting Orlando-area homeowners.
